Who defines disinformation?

It is called the Disinformation Governance Board (DGB), although some would call it the Minitrue, short for Ministry of Truth, the ministry of propaganda in George Orwell's novel "1984." The abbreviation differs from KGB by only one letter. Americans believe they have freedom, but freedom to seek knowledge is increasingly constrained. Combining government enforcement powers with private corporations' wealth and immunity from Constitutional protections, the "public-private partnership" is a formula for medical tyranny.
