Dr. Paul McHugh, the chief psychiatrist at Johns Hopkins in the 1970s, shut down its gender identity clinic in 1979. He explained in a 2004 essay: "I concluded that to provide a surgical alteration to the body of these unfortunate people was to collaborate with a mental disorder rather than to treat it."
