How Trudeau killed trade negotiations with Trump

Earlier this week, Trump signed a bilateral trade deal with Mexico. He planned to call Justin Trudeau to discuss the new deal, but Trudeau refused to take the call. Trudeau's schedule shows that Monday was just booked for "private time", so we know for a fact that he wasn't consumed with important business preventing him from taking a call from the President.
