Docs reveal “picky” migrants unsure about move to Canada

We're continuing our exclusive investigation into the government's mishandling of Operation Syrian Refugee which primarily dealt with what the government euphemistically calls "etiquette" problems and now we're also learning of complaints about their new home.
One document says "questions have been raised about the
orientation that clients received about Toronto pre-departure. Some
clients felt that they were not given enough time and information to
make an informed decision about coming to Canada."
But, if the refugees were in immediate danger, why would they need to mull over whether or not Canada was right for them? Unless, that is, they really weren't in immediate danger at all and were safe in a third country.
