Toronto to turn college dorms, community centres into refugee shelters

The problem with the student residences is that it's a stopgap measure. By the middle of August, they'll need it to be vacant to prepare for students returning in September. And given the pace of hearings done by the Immigration and Refugee Board of Canada, it's not like all the aspiring refugees will learn by then whether their claims have been accepted or denied. Last week, Torontonians learned they could be waiting an hour on the tarmac at Pearson airport due to customs agents being reassigned to Quebec.
