Did Qatar Just Pay a $1 Billion Ransom to Terrorists?

The Qatari may well have paid a $1 billion ransom to an Iraqi terrorist organization to get a group of princes freed from captivity. If this is the case, it's likely the largest ransom fee ever paid.
